Rosette Mupas-Obedoza, Ed.D. is a Learning and Development Professional leveraging more than 20 years of proven experience in the public and private sectors. She is adept in strategizing and leading cross-functional and culturally diverse teams to bring about fundamental change and improvement in strategy, process, and productivity. She has a comprehensive background in organizational leadership, project management, and career & education counseling derived from a diverse career background in government support services, small business management, universities, and nonprofit organizations.

Her career is supported by a doctorate degree in Education from the University of New England and master’s degrees in Human Relations, and Workforce Education and Development (with emphasis on Adult Education and Training) from The University of Oklahoma and Southern Illinois University Carbondale, respectively. Dr. Mupas-Obedoza also completed her certifications in Human Resources (HR) Practices Cornell University’s School of Labor and Relations, and Meeting & Event Planning from San Diego State University’s College of Extended Studies.

Education and Career Coaching

Dr. Mupas-Obedoza is available to provide individual education coaching and career guidance. Particularly for graduates with degrees from universities outside the United States of America (U.S.A.), she is well-versed in sharing information on how to have foreign college transcripts evaluated for education and employment purposes. She is more than happy to deliver academic and career coaching to ensure military clients and accompanying family members take advantage of available education benefits, undergo a smooth transition from the military to a civilian career, or identify meaningful employment in the public sector.

Dissertation Advisor, University of New England

To further Dr. Mupas-Obedoza’s commitment to higher education and giving back to her alma mater, in mid2023 she joined the Faculty and Advisors of the College of Professional Studies, Graduate Programs in Education of the University of New England. As a Lead Dissertation Advisor, she provides direct guidance and technical support to dissertation candidates.
